Dalry Angling Association Constitution
(a) To provide for and encourage the pursuit of the sport of angling for the residents of Dalry and Balmaclellan as defined in the Definition of Membership Qualifications (see below).
(b) Wherever the opportunity arises to enhance the game fish angling potential for the benefit of members and such visitors as may be allowed.
Management of the Association
A committee
consisting of President/Chairman, Secretary, Treasurer and four
elected members from the full membership shall manage the
association.
Such persons to be elected at the
Annual General Meeting (or in exceptional circumstances at an
Extraordinary General Meeting) to lead, organise and manage the
affairs of the Association and promote its ideals.The committee may
co-opt such other members from the membership, as it feels
appropriate for the efficient management of the club. The election
of the same member to the position of President/Chairman is limited
to a maximum period of three years.
Membership
The membership shall consist of Full Members, Associate Members and Junior Members.
Full Membership
Shall
be open to permanent residents
of the Dalry/Balmaclellan area as defined in (Qualifying
Area). Such membership to be immediately available to present
or recent past members. New applicants from the
Dalry/Balmaclellan area will serve a probationary period as an
Associate Member.
Definition of the Qualifying Area
To the north and east: from Carsphairn village northwest to the County boundry (approx. Polskeoch) down the boundary to include Dalry and Balmaclellan parishes.
To the west: From Carsphairn village south, approximately one mile to the west of the A713 road to Glenlee village and thence down the river Ken to join the Balmaclellan parish boundry.
Whilst this definition is vague, it is purposely so as some flexability is to be adopted in considering all applications.
Meetings
(a) Annual General Meetings: There shall be an Annual General Meeting held as soon after 31st October each year as may be practicable. Responsibility for calling the A.G.M. and the production of an Agenda will lie with the President/Chairman. At least fourteen days notice of the date of the meeting shall be given and the notice will be published in the local paper (circulating in the qualifying area). Full Members will be notified by letter, which will include an agenda.
(b) Extraordinary General Meetings: Will be called by the committee if and when they deem it necessary for the successful running of the Association. At least fourteen days notice of the date of the meeting shall be given and notice will be published in the local paper (circulating in the qualifying area).
Voting
No proxy votes will be allowed at any meeting.
(a) At all meetings, in the event of a vote being taken and the result being equal numbers on each side, the President/Chairman of the meeting will have a second casting vote.
(b) Except in matters involving alterations to the Constitution a simple majority vote will carry the day.
(c) Alterations to the Constitution will require a majority of two-thirds of those present and voting at an A.G.M. or E.G.M. Notice of fourteen days will be required for motions requiring alterations to the Constitution of the Association.
